The open space area is necessary for disaster operation such as evacuation, clean-up, and logistics and temporary housing. Tokyo Metropolitan Earthquake will cause enormous damage and have far-reaching consequences. Therefore, local governments have to regulate wide-range cooperation for use of available open space area. In this study, 1) the problem schemes of open space is clarified based on the logistic process of Theory of Constraints, and 2) Geospatial distribution and size of open space area is analyzed quantitatively based on land-use database, 3) the conceptual design of the comprehensive open-space database management system is formulate considering decision-making process.

"Common Operational Picture (COP)" can assist appropriate decision making after disaster occurs at EOC. COP is created by integrated various kinds of information and map is effective information to grasp the situational awareness between practitioners and one of an important tool in COP. But, it is difficult to create appropriate maps at EOC soon after disaster occurs. The purpose of research is to develop support tool for creating map and build standardized spatial information processing and dataset using GIS.

<p>Once disaster occurs, victims whose house has broken would move in temporary housings built by local government. There is no standardized indicator to build and manage the temporary housings in affected government. In this research, we reveal the situation of the geographical moving process from the time phase of disaster occurrence to the time phase of move-in, and analyzed this process quantitatively and qualitatively with the attribute of households in each temporary housing at 2007 Niigataken Chuetsu-oki earthquake. The result of this analysis will be helpful to design the critical model for the victims' moving process, and discussed the guideline for design and construction of temporary housings from the view point of long-term life recovery support.</p>

We had experienced many kinds of disasters and national, local governments implement various kinds of countermeasures. Though one of them is building information system against disaster, these systems are tools for estimating damage shortly after disaster occurred,, and GIS is not still used well emergency response and management effectively. Through our activities on disaster site by using GIS, information system is required "speed to build" and "flexibility to use" at the same time. In fact, it is difficult to build fixed information system met the necessary system requirements. The purpose of research is to build standardized information processing based on location information for local governments that they should prepare in advance.

平成16 年6 月14 日に"武力攻撃事態等における国民の保護のための措置に関する法 律"（以下，国民保護法）が国会で可決され，成立し，同年9 月17 日に施行された。地方公共団体は，国民保護計画を作成することが義務付けられた。本計画で想定されている危機事態は，「武力攻撃事態」と「緊急対処事態」であり，地方自治体の実務者にとっては未経験の事態想定となっている。 本研究では，地方公共団体の実務者が，有事の際に効果的な危機対応を実行するために本計画について持つべき視点を具体的に述べるとともに，国民保護計画における危機対応業務の分析を具体的なフィールドで実務者と協働で行い，危機対応業務分析結果に基づくプロトタイプシステムを開発した。本研究の成果物である国民保護計画における危機対応の考え方と業務分析結果，開発したプロトタイプシステムとその開発プロセスは，今後地方公共団体を中心として実施される国民保護計画に係わる取り組みの具体的な方策を示すものであると考えている。
