The purpose of this research was to establish systems for the early detection of mental disorders in children, leading to early treatment and thereafter support for the environment surrounding the children and parents from a social welfare perspective. Because understanding of mental disorders in local communities, including educational institutions, is not advanced, the child's distress is increased, and as the problem becomes internalized, the sense of inadequacy and tension increase to a negative causal relationship with the environment. In regard to these problems, how opportunities for first contact can be established in medical welfare service with the current state of the understanding of mental health in educational institutions and local communities was considered.
